Targeted Programmatic Support Across Countries

Broad-based technical assistance project providing the CDC with global and country level support to achieve PEPFAR and Global Fund objectives.

Launched in 2019, this project has to date operated in 10 countries across three regions: Southeast Asia (Laos, the Philippines, and Thailand); sub-Saharan Africa (Kenya, Nigeria, Tanzania, and Zambia); and Latin America and the Caribbean (Dominican Republic, Guatemala, and Haiti).

Selected outcomes include:
  • Increased country-level ownership and capacity to control HIV epidemics in a sustained manner among ministries of health;
  • Decreased HIV transmission among high-risk and vulnerable populations;
  • Increased HIV case-finding and linkage to care for all individuals living with HIV and receiving antiretroviral therapy (ART); and
  • Strengthened the organizational capacity of more than 120 community-based organizations (CBOs) and civil society organizations (CSOs) across seven technical areas and seven countries.

Since 2022, the Philippines has been the primary focus of AIHA’s activities under this award. Currently, our main goal is to improve HIV-case finding and linkage to care via community-based screening and testing in partnership with 10 CBOs from Regions VI and VII of the country.

Recognizing that about 47 percent of clients newly diagnosed with HIV in 2023 were under the age of 25 and most of them represented high-risk populations, AIHA has been focusing on data-driven outreach to these groups, along with implementation of a targeted and diversified prevention and testing strategy. We also developed GIS Mapping for these groups in Iloilo City and scaled up the existing social network strategy (SNS) rollout and self-testing.

Between October 2022 and June 2025, AIHA contributed 59% of all PrEP initiation targets and 37% of all PrEP follow-up targets in Region 7 of the Philippines.
