The medical partnership between major city clinics and the hospitals of the Texas Medical Center has prompted nursing restructuring. Developing the nursing association has had a major effect on nursing management. We received an additional grant that has been used to enhance nursing curriculum, practice and leadership.

Our head nurses now publish their own newsletter. Participation in international conferences and conducting conferences is a way of unifying nurses globally and promotes exchange of experience. Head nurses outside the Republic of Kazakstan have also been trained in issues of management and quality improvement, and they have transferred this experience to colleagues.

Introduction of the position of nurse-instructor in partner hospitals is an important stage in postgraduate education and orientation of nurses. Conducting topical workshops is an additional educational responsibility of the head nurse.

Nurses now have a voice in the reform process. They are encouraged to ask questions after conferences and seminars. Head nurses also participate in drawing up quality standards and educational tests used for certification.

Humanitarian aid is a powerful stimulus in aiding the head nurse's work, since it solves many problems in providing clinics with medicine, equipment and items necessary for care.
