The Partners
US Partner: The National Perinatal Information Center (NPIC) in Providence, Rhode Island will serve as the lead US institution. A consortium of organizations including Care New England Health System, Stanley Street Treatment and Resources, Lifespan, and the Rhode Island Department of Health will work closely with the NPIC.
NIS Partner: The Samara Oblast Ministry of Health will serve as the lead institution and the Togliatti City Health Department, oblast and city AIDS Centers, and several other health and social care institutions will also be involved.
Partnership Objectives
The overall goal of the partnership is to create replicable and integrated models of care and treatment for persons living with HIV/AIDS by establishing systems and processes to address human and organizational capacity needs related to providing high-quality HIV/AIDS care and treatment services. Specific objectives are to:
- Improve the availability of counseling and HIV/AIDS support groups offered through the Togliatti Family Center and the Regional AIDS Center.
- Integrate the prevention and treatment of tuberculosis in HIV-positive patients at the Togliatti AIDS Center.
- Strengthen the capacity of the Togliatti AIDS Center to improve treatment effectiveness.
- Strengthen the coordination of care and services provided to HIV/AIDS patients by the Togliatti AIDS Center.
- Objective
Reduce stigma and discrimination on the part of health care workers towards HIV/AIDS patients.

2005
A Memorandum of Understanding between the National Perinatal Information Center, in Providence, RI and the Togliatti Health Department was signed on February 18, 2005.
Key Achievements
- US partners provided a series of trainings for Togliatti health and social work professionals in adult and pediatric ARV adherence, HIV/TB co-infection, counseling, and stigma reduction. The trainings and mentoring sessions contributed to more comprehensive care and treatment of Togliatti HIV/AIDS patients, while improving the continuum of care.
- In March 2006, the efforts of the partnership and collaborating organizations resulted in the release of an order by the city health department, which is designed to improve the prevention, treatment and care of HIV/AIDS in the city of Togliatti.
- During the May 2006 exchange to Togliatti, US and Russian partners developed policy guidelines for social support of families of PLWH, for potential adaptation within government policy.
- In 2006, the Togliatti Department of Health issued a document entitled “Methodological Recommendations on Early TB Detection and prevention among HIV-infected patients.” Recommendations were developed based on input from the partnership and other collaborating organizations.
- In July 2006, the Togliatti Department of Social Support awarded two grants to local NGOs to provide support to socially vulnerable groups. This support includes case management and outreach for PLWH. The grants are part of the social support program developed jointly with US partners earlier in May 2006.
- A formal agreement was reached between the Togliatti Department of Social Services and the Togliatti AIDS Center to delegate a team of five social workers from the Social Support Center to provide services for AIDS Center patients. This team includes two case managers, two psychologists, and a lawyer.
- In 2006, AIHA assisted the Togliatti City Health Department to receive funding from the Russian Health Care Foundation (RHCF), a Principal Recipient (PR) of the GFATM in Russia, for HIV/AIDS care and treatment in the city under the Round Four program of the GFATM. In September 2006, the Country Coordinating Mechanism (CCM) approved an application from the Togliatti Mayor’s Office, making Togliatti the first municipality, rather than a regional administration, to receive RHCF funding. RHCF approached AIHA to develop a joint project in Togliatti, building on the successful implementation of the HIV/AIDS care and treatment project.
- As of September 2006, the partnership activities are carried out under the auspices of the Volga River Alliance program, which supports ARV treatment and care scale up in select sites in Samara and Saratov under the Global Development Alliance grant. HIV/AIDS Strategic Planning Conference
St. Petersburg, Russia

AIHA and the University Research Co. (URC) will conduct a strategic planning conference in St. Petersburg, Russia for current partnerships involved in HIV/AIDS Care and Treatment in the Russian Federation. As a follow-up to the partnerships’ first exchanges this conference will provide the opportunity for the partners to share their individual assessment findings, the URC system analysis findings, and coordinate planning and strategy with the Russian Ministry of Health, WHO, UNAIDS, USAID and other organizations working on HIV/AIDS Care and Treatment in Russia.
LRC Workshop for HIV/AIDS Information Resource Centers

AIHA ICT Programs staff provided training and orientation for representatives from new AIHA partnership HIV/AIDS Information Resource Centers (IRCs) in Russia. During the workshop, IRC Information Coordinators and Health Resources Specialists participated in two separate training tracks—one on IRC management and operations, the second on the principles of evidence-based practice. All participants received an overall introduction and orientation on the IRC project workplan, objectives, and planning.
