The Partners
US Partner: Northern Rivers HIV/AIDS Consortium—a broad-based coalition of Minnesota agencies, healthcare systems, and public health professionals—will serve as the lead US institution. The Consortium includes North Country Health Services, Bemidji State University, the Minnesota Department of Health’s Section for STDs and HIV, Beltrami Area Service Collaborative, the Indian Health Service, Rural AIDS Action Network, the New York City’s Metropolitan Hospital Center, Division of HIV/AIDS and other area community- and faith-based organizations.
NIS Partner: The Saratov Oblast AIDS Center will serve as the lead institution. The Engels City Health Department and other oblast and city-level health and social care institutions will also collaborate.
Partnership Objectives
The overall goal of the partnership is to create replicable and integrated models of care and treatment for persons living with HIV/AIDS by establishing systems and processes to address human and organizational capacity needs related to providing high-quality HIV/AIDS care and treatment services.
Objectives:
Objective #1: Increase the human and organizational capacity of the Saratov Regional Aids Center and the Engel’s medical and social service system to deliver hiv/aids care, treatment and support services.
Objective #2: Increase the number of patients receiving ARV
Objective #3: Strengthen competencies and skills of staff in delivering specialty care for hiv & TB co-infection
Achievements
- A Memorandum of Understanding between the Northern Rivers HIV/AIDS Consortium and the Saratov AIDS Center was signed October 22, 2004 during the first US to Russia exchange.
- Ten Saratov partners participated in exchange visits to New York and Minnesota. The partners have received training in case management; the treatment of HIV amongst IDUs; motivational interviewing; health literacy; the importance of having consumers as advisors; TB/HIV co-infection. The Saratov partners also learned about fundraising activities that US HIV/AIDS agencies conduct each year to supplement government funding.
- 12 Minnesota and New York partners participated in exchange visits to Saratov. The US partners conducted training on case management; conducted an HIV 101 course with pre-post testing; and conducted training on blood born pathogens, occupational safety, and HIV precautions in the work place.
- The partners worked together to develop a chart audit form and random sample methodology and reviewed 60 charts to determine what patients may be eligible for ART, what patients need CD-4 counts, and how many patients are following through with treatment and referrals. The partners will present their work at the Russian Federation’s meeting on organizing surveillance and prevention of HIV-infection in October 2005.
- The Engels City health administration created two case manager positions – a job function which previously did not exist – for the Saratov AIDS Center. A job description was adopted and financial support for one nurse and one PLWHA to be case managers has been established.
- The Saratov AIDS Center trained an additional 30 physicians and four nurses in ART initiation for adults and adolescents.
- The Saratov partners conducted the HIV 101 training course for over 200 professionals.

HIV/AIDS Strategic Planning Conference

AIHA and the University Research Co. (URC) will conduct a strategic planning conference in St. Petersburg, Russia for current partnerships involved in HIV/AIDS Care and Treatment in the Russian Federation. As a follow-up to the partnerships’ first exchanges this conference will provide the opportunity for the partners to share their individual assessment findings, the URC system analysis findings, and coordinate planning and strategy with the Russian Ministry of Health, WHO, UNAIDS, USAID and other organizations working on HIV/AIDS Care and Treatment in Russia.
LRC Workshop for HIV/AIDS Information Resource Centers

AIHA ICT Programs staff provided training and orientation for representatives from new AIHA partnership HIV/AIDS Information Resource Centers (IRCs) in Russia. During the workshop, IRC Information Coordinators and Health Resources Specialists participated in two separate training tracks—one on IRC management and operations, the second on the principles of evidence-based practice. All participants received an overall introduction and orientation on the IRC project workplan, objectives, and planning.
