US Partner: Boulder Community Hospital (BCH), a not-for-profit community hospital, is the lead US institution. BCH is a 270-bed, full-service hospital serving the diverse health care needs of the people of the city and county of Boulder, Colorado. BCH is working in collaboration with the
Department of Family Medicine at the University of Colorado School of Medicine, the
Boulder County Health Department, the
Beacon Clinic and the
Boulder County Healthy Communities Initiative.
NIS Partner: Odessa State Medical University (OSMU) serves as the lead NIS partner in collaboration with the
Odessa Seaport Occupational Polyclinic, Family Medicine Clinic, Odessa City Council, and
the Odessa Oblast Health Administration.
Partnership Objectives
The partnership's overall goal is to improve community health by developing models in disease prevention and health promotion in family medicine. Specific objectives are to:
Primary Care/Medical Education
- Develop a model family medicine center and residency training center at the Odessa Institute of Family Health.
- Increase the number of competent practitioners in primary care in Odessa.
- Increase accessibility to primary care for railroad workers and their families by replicating the Family Medicine Center at the Railway Hospital.
- Develop occupational health programs in accident/disease prevention at the Odessa Seaport to include workplace analysis and early return to work programs.
Dentistry
- Establish a Family Dental Clinic and implement a preventative dentistry program.
Poison Control
- Develop programs in medical toxicology and poison prevention and establish a poison control center.
Breast Health
- Increase awareness of breast cancer in the population of female employees at the Odessa Seaport and implement model Breast Health Program.
HIV/AIDS
- Implement HIV/AIDS community education program and establish an HIV/AIDS Volunteer Counseling, Testing, and Treatment (VCTT) Center in the primary care setting in Odessa.
- Increase the quality of and access to end of life care for HIV/AIDS patients in Odessa.
Achievements
Primary Care/Medical Education
- Opened on May 31, 2000, the Family Medical Center (FMC) provides healthcare services ranging from diagnostics and treatment of the most common diseases to breast and cervical cancer screening, family planning, health education and counseling services.
- The FMC in Odessa provided affordable, accessible, comprehensive health care services for people of all ages. The number of referrals to specialists decreased from 55% in 2001 to 28% in 2002 and has remained at this level.
- Fifty-two family residents were trained at the Family Medicine Center during the academic year 2001-2002.
- A Family Medicine Training Center equipped with training models and equipment opened at OSMU on June 11, 2002 and provides medical residents and nursing students with practical skills to support their didactic and clinical education at OSMU.
- Use of the “Pulse of Odessa,” which opened in on June 3, 2001, has increased the knowledge and skill of health care providers, assisted them in developing health promotion activities and the center’s computer support makes data analysis faster and more accurate. The information center includes a community education center.
- Nurses from the Odessa Family Health Center participated in all three years of the year long nursing leadership development program , the International Nursing Leadership Institute (INLI) program.
- The Odessa State Medical University adopted a post graduate primary care nursing care curriculum developed by the partners. The curriculum is required for all nursing students and undergoes a continuous review process by the partners.
- Medical students from OSMU were trained by the partners to administer the "Expert Opinion Survey" which identified and prioritized the health care needs of the population.
- A smoking cessation program was developed and implemented in the city and at the sea port district.
- The opening ceremony of the Railway Family Medicine Clinic in Odessa took place on December 11, 2003. Following the ceremony was a family medicine conference conducted jointly by the Boulder partners and the faculty of the Odessa State Medical University.
Dentistry
- The Family Dental Clinic which opened on June 10, 2002 is unique in its integrated approach to dental care. There is ongoing interaction among the family physicians and dentists in treating patients and identifying the correlation of diseases with dental conditions.
- The partners established a comprehensive dental health program for area school children by teaching children and their parents the importance of dental hygiene, giving the children dental exams, setting up subsequent care and by providing dental sealants to prevent caries.
Poison Control
- The Poison Control Center, which opened on March 29, 2002 at the Family Medicine Center OSMU is equipped with a hotline and serves as a toxicological resource for the general population of Odessa and medical personnel at OSMU.
- Odessa partners developed four clinical practice guidelines on poisoning.
Breast Health
- In September 2002, the Family Medicine Center initiated a breast health program. The Breast Health Program provides the women of Odessa with screening and early detection of breast cancer program. The program includes an educational component to train healthcare professionals in performing clinical breast exams and in teaching women how to perform breast self exams and also assists women with a mastectomy in provision and assistance in fitting of breast prostheses.
- Sixteen Ukrainian nurses and physicians were trained to become breast health educators.
- Approximately 500 female employees of the Odessa Seaport were taught how to conduct breast self exams and received information on breast health issues.
- US partners donated breast prostheses for female employees of the Odessa Seaport who have had mastectomies. During a subsequent exchange, a US partner nurse trained four physicians and nurses from the Odessa FMC how to properly fit prosthesis.
- The Ukrainian partners developed and distributed breast health literature including information on breast self exam to seaport workers.
HIV/AIDS
- The HIV/AIDS Voluntary Counseling, Testing, and Treatment (VCTT) Center, which was established January 15, 2003 provides a confidential and non-stigmatizing environment for patients to find out and learn to accept their HIV status and to receive counseling and referral to subsequent medical care and emotional support.
- As a result of the partnership’s active involvement and lead role in coordination of community mobilization efforts, an association of NGOs working in the area of HIV/AIDS was established. The main goal of the association is to ensure coordination and the rational use of limited resources by avoiding duplication of efforts and developing programs that compliment each other.
- A Social Marketing Conference was held December 5-6, 2003 and was attended by more than 80 participants, including 34 representatives of AIHA partnerships in Moldova and Ukraine. The conference focused on using social marketing techniques to develop health promotion programs aimed at HIV/AIDS prevention.
