The Partners
US Partners: Magee-Women's Hospital is the largest non-profit private provider of women's health services and education in the United States. One of the nation's foremost hospitals, Magee serves as the regional referral center for high-risk pregnancies and neo-natal care for ten counties surrounding Pittsburgh. Magee-Women's Hospital is a large teaching facility affiliated with the University of Pittsburgh Schools of Medicine and Nursing. Magee houses the only research center in the US dedicated exclusively to women's health issues.
Magee Womancare International (MWI), the international humanitarian outreach arm of Magee-Women's Hospital, was established to improve health care conditions for women and infants in the former Soviet Union. The mission of MWI is to globalize the primary mission of Magee-Women's Hospital to care for women through programs that advocate dignity, access, education, and quality of service in women's health care.
NIS Partners: Savior's Hospital for Peace and Charity is the second-largest municipal hospital in Moscow. The hospital includes a free-standing birth house. This partnership also works extensively with the
Main Medical Administration of Moscow and the Committee on Health Care to realize the goal of establishing a training center in obstetrics and women's health and a center for comprehensive women's health services at Savior's Hospital for the Moscow area.
Partnership Objectives
Family Planning
- Establish and operate a model family planning center and consumer education center at Savior's Hospital.
Hospital Administration
- Develop alternative hospital financing models and expand the work and funding base of the Woman and Family Foundation.
- Improve strategic planning, progressive programming, and management skills of high-level hospital administration.
- Conduct a CEO Think Tank session to explore progressive and responsive strategies for health care reform.
Women's Health
- Expand reproductive health services clinic to include all aspects of women's health across the continuum in accordance with the AIHA Women's Wellness Model.
- Conduct specialized training to enable staff to address health concerns of pre-menopausal and menopausal women.
In 1999 the partnership received additional funding to focus on the following objectives:
Nursing
- Develop leadership skills and expand the role of nurses.
- Increase nursing documentation.
- Provide models for continuing education, clinical competency and accountability.
- Establish National Nursing Association to support development of the profession.programs.
Development of Training Program
- Develop training modules in the areas of domestic violence, gestational diabetes, mature women's health, breast care and health care partnerships.
- Produce a training catalogue for use by the Women and Family Foundation to publicize training opportunities in Russia.
- Receive an education licensure from the Government of Russia.
1992
- On December 2, the partners celebrated the signing of the Memorandum of Understanding between Magee-Women's Hospital and Magee Womencare International and Savior's Hospital for Peace and Charity in Russia.
1993
- In July, the partners established a Woman and Family Education Center, which offers classes in prenatal care, family planning, women's health and labor and birth preparation for parents and siblings.
- The partnership established the Woman and Family Foundation at Savior's Hospital. It is the first non-governmental fundraising arm affiliated with a Russian hospital. The Foundation supports the hospital through fundraising, community service programs, consumer education, and volunteer activities.
1994
- First Ladies Hillary Rodham Clinton and Naina Yeltsin visited Savior's Hospital in January. The First Ladies, accompanied by wives of two US dignitaries, toured the pediatric ward and attended a childbirth education class at the Savior's Hospital.
- In conjunction with the University of Pittsburgh School of Medicine, the Moscow Main Medical Administration, and the Russian National Academy of Obstetrics and Gynecology, the Magee-Savior's partnership sponsored the First Annual Moscow Update in Obstetrics and Gynecology. American and Russian experts presented on medical advances in pre-term labor, sexually transmitted diseases (STDs), preeclampsia, menopause, pelvic inflammatory disease and antenatal assessment.
- Approximately 250 physicians and midwives from nine AIHA partnerships attended the partnership organized dissemination conference entitled "Partners in Birth: The Role of Labor Support in the Medical Management of Labor" on February 2-3.
- In May, the partners opened the Woman and Family Planning Clinic which offers low-cost, high-quality family planning services.
1995
- The partnership completed an epidemiological study to record baseline data and statistics from the Woman and Family Education Center, the Woman and Family Planning Clinic and four Moscow birth houses.
- From February 27-March 3, CNN International aired a series on women in Russia that featured the partnership's Woman and Family Planning Clinic and Woman and Family Education Center.
- On March 2, Savior's Hospital held a press conference focusing on the importance of the accomplishments of the Woman and Family Education Center and the development of the Rural Outreach Program. The First Deputy Minister of Health and Deputy Director of the Moscow City Health Department stated that he hoped to see the Center's programs expand and become officially integrated into the Moscow health care system.
- On April 14, the partnership sponsored "Teen Day," an event launching the partnership's new adolescent clinic program. Local adolescents and their parents were invited to the clinic for an open house.
- In collaboration with First Lady Naina Yeltsin, the Russian Ministry of Health and Medical Industry, the Woman and Family Education Center, and MWI, ASPO/LAMAZE held its first annual certification conference for Russian childbirth educators in September. MWI collaborated with the Russian Association of Childbirth Educators and other organizations to coordinate two additional international childbirth education conferences in Vladimir, Russia, and Budapest, Hungary. As a direct result of these educational conferences, nearly 650 educators have received networking connections and additional training.
- In cooperation with the Woman and Family Foundation, the Woman and Family Education Center launched a local fundraising campaign that raised over $7,500 through special events and souvenir sales.
- At the request of the Chief Obstetrician/Gynecologist of the Moscow Region, the Magee-Savior's partners designed and implemented a one-day conference for birth houses and women's polyclinics in the Moscow Region. Over 300 Russian health care professionals were trained in the Lamaze method of prepared childbirth and in the health curriculum of the Woman and Family Education Centers.
- In conjunction with "Vasilisa the Wise," a Russian non-profit organization for women's professional and personal development, and SAMA, a women's health commercial consortium, the partners sponsored the second annual Moscow Celebration of Women in September. Featured this year was a "Walk for Women to Take Back the Night." This event brought safety awareness to the streets of Moscow and encouraged community support for ending violence. Proceeds from this walk benefited the Moscow Sexual Assault and Recovery Center, which provides support and counseling services to victims of rape and domestic violence.
1996
- Magee Womancare International sponsored the Moscow Women's Wellness Festivals in 1996, 1997, 1998. In 1998, more than 20 organizations, 1,500 women and their families, and 18 different press organizations participated in the two-day event which focused on women's health and healthy lifestyles. The annual event continues to grow and reach additional women and families.
1997
- In June, MWI conducted a management training workshop for participants from nine AIHA WWCs throughout the former Soviet Union.
1998
- In June, Magee and Savior's opened the Moscow Women's Wellness Center (WWC), a comprehensive primary care center based on the AIHA Women's Wellness model. The Center includes a variety of services including the screening and treatment of breast disease, prevention and treatment of problems associated with menopause and the post-menopausal period, and osteoporosis.
- The partners conducted a seminar on older women's health in June. Seminar topics included: breast disease, cardio-vascular disease during menopause, osteoporosis, menopause, and hormone replacement therapy.
1999
- A representative from the Savior's Hospital traveled to the Fourth World Conference on Childbirth Education, held in Tallinn, Estonia to present "From Teens to Adults: School Education Models".
- Three representatives of Magee-Women's Hospital, traveled to Moscow in September to train clinicians and administrators in domestic violence, development of healthcare partnerships with private insurance sector and development of philanthropic health foundations.
- A US partner met with the representative of World Learning, Inc. and USAID to discuss technical assistance program for the Women and Family Foundation, developed as a result of Magee-Savior's Partnership. The Foundation was selected to participate in this project. Magee has agreed to support and facilitate the initiative.
- The compliance officer from Magee-Women's Hospital met with representatives of insurance companies in Russia and provided an overview of the insurance system in the United States and possible strategies for Russian health providers.
Achievements
Family Planning
- In May 1994, the partners opened the Woman and Family Planning Clinic, which offers low-cost, high-quality family planning services. It is the first comprehensive family planning program in the eastern region of Moscow and one of the first clinics in Russia to include pap smears, sexually transmitted disease testing and preventive health counseling in a standardized model of women's health care. In its first four months of operation, more than 2,000 women used the services offered.
- To build on the success of the Woman and Family Planning Clinic, Magee-Women's Hospital submitted a proposal to the Save the Children Foundation. The partnership was granted $400,000 to replicate the Magee-Savior's Family Planning Clinic in 18 regions of Russia through a program entitled Rural Outreach to Russia.
- The partnership completed an epidemiological study to record baseline data and statistics from the Woman and Family Education Center, the Woman and Family Planning Clinic and four Moscow birth houses.
Women's Health
- In July 1993, the partners created a Woman and Family Education Center; the center offers classes in prenatal care, family planning, general women's health and labor and birth preparation for parents and siblings. In addition, the center offers special health classes designed for teenagers. Six Russian childbirth educators, trained and registered with the International Childbirth Educators Association (ICEA), staff the Center. The Center serves an average of 400 Russian women per week from Moscow and two outlying rural areas.
- As a result of partnership successes, the partnership signed a cooperative agreement with World Visions to develop a community health education program; the partnership initiated an educational program for new mothers and adolescent girls.
- Initiated by partnership efforts, Savior's Woman and Family Foundation is the first registered Russian non-profit organization to support a hospital through fundraising, community service programs, consumer education and volunteer activities. The auxiliary's mission is to provide support services for both staff and visitors; to make available funds for the purchase of supplies and equipment; and to support educational and training programs for staff and consumers.
- Savior's Chief of Surgery, in collaboration with Magee cardiologists, designed treatment protocols for women with cardiac disorders during prenatal and post-natal periods. In addition, he worked with Magee ambulatory care administrators on plans for the future Savior's Ambulatory Care Center for Women.
- In June 1998, Magee and Savior's opened the Moscow WWC. The Center includes a variety of services including the screening and treatment of breast disease, prevention and treatment of problems associated with menopause and the post-menopausal period, and osteoporosis. The center operates on the philosophy of patient-centered care, with an emphasis on customer service and respect for women and their health needs. The staff introduced patient-satisfaction surveys to identify concerns and preferences.
- In order to provide comprehensive services, Savior's has hired additional part-time and full-time staff, including a mammologist, endocrinologist, psychologist and therapist. The staff at the WWC indicated that the diversification of services has led to an increase in patient visits.
- The Center records patient visits and information in a database developed by AIHA. In 1998, the Center served 2,275 patients.
- The partnership printed and distributed pregnancy guides and calendars, family planning materials, contraception and women's health brochures, and breast self-exam cards. Among the numerous printed materials and videos produced in Russian are: Premenstrual Syndrome, Breast Self-Exam, Menopause and Hormone Replacement Therapy, Nutrition During Pregnancy, The Story of Conception, Planning Your Family: Birth Control Options, Signs of Premature Labor, Basic Infection Control Guide, Partners in Birth, Your Baby and You-First Weeks at Home, Puberty: Bodies in Progress for Boys/for Girls. They have also produced 18 Infomercials on Women's Health.
Hospital Administration
- Hospital administrators from Savior's have observed the administration and operation of Magee's housekeeping department with emphasis on infection control. To date more than 100 Russian professionals have been trained in basic infection control techniques. The partnership conducted two infection control workshops in 1997 and 1998.
- The partners have designed a nurse management training program in clinical systems and support operations of the Birth House. In addition, they have produced a policy and procedure manual for the management of the Birth House and the Family Planning Clinic.
- The partnership worked with administrators to improve patient-flow management and increase out-patient services to reduce hospital costs related to in-patient services and extended hospital stays.
- Selected as a training site by Management Sciences for Health, Magee has hosted over 400 Russian health care executives for training in hospital financial management. The administrators have learned about the policies and procedures in hospital workplace safety, and the orientation and training of non-medical hospital staff including the writing of job descriptions and employee contracts, performance appraisals and budgeting for cost centers.
- Over $300,000 in corporate support and cash contributions have been donated to the Women and Family Foundation throughout the life of the partnership from Avon, Johnson & Johnson, and Heinz to support the development and distribution of the partnership's consumer education repertoire.
Development of Training Program
- On-going national efforts to promote prepared childbirth classes resulted in the 1999 Ministry of Health of the Russian Federation declaration that the Magee-Savior's childbirth curriculum be published and taught in continuing education program for Russian physicians and nurses.
- Training binders on Domestic Violence, Childbirth Education and Non-Profit management were developed to use for reference and training purposes.
