The Partners

US Partner: The Institute for Disaster and Emergency Medicine at the University of Massachusetts Medical School, Worcester, Massachusetts.

NIS Partner: The NIS partners include the Ministry of Health of Belarus, the Minsk City Council Health Committee, and the City Clinical Hospital of Ambulance Service. The NIS partners share a strong interest in emergency medicine and disaster planning, and view the creation of an Emergency Medical Services Training Center as a means to improve emergency medical services and disaster response.



Partnership Objectives

The purpose of this partnership is to develop a Regional Training Center for Emergency Medical Services, which will be an educational resource in emergency medical services and disaster medicine for Minsk. This training center will initially conduct courses at basic and intermediate levels for primary care emergency physicians, nurses, feldshers and support personnel, including ambulance drivers. The courses will be taught by NIS emergency health care providers trained by UMASS staff. As they might be developed, additional advanced and specialized course work will be added to the curriculum. The Center will provide basic EMS training and organization based upon the adaptation of US and other international methodologies to NIS circumstances. Eventually, it is anticipated that the Center will meet EMS training needs for all geographic regions in Belarus.

The necessary training equipment and supplies have been procured and shipped by AIHA, and received by the Minsk partners. A site at the City Clinical Hospital of Ambulance Service has been selected and renovated by the NIS partners. An MOU has been signed, outlining the responsibilities and expectations of the US and NIS partners, and AIHA. An initial three-month subgrant has been issued to the US partner for the following: purchases of office furniture, computer equipment, and medical equipment and supplies required by the EMS Training Center in Minsk, Belarus; participation in the formal opening of the EMS Training Center; the development of a detailed partnership workplan, jointly developed by US and NIS partners and which meets AIHA requirements; and other trips/activities necessary to the development of the aforementioned workplan. The remainder of the subgrant will be awarded when the final workplan is approved.

The tentative opening of the EMS Training Center is scheduled for February 2000.
