The Partners

US Partner: Boulder Community Hospital is an acute care hospital with centers of excellence in women’s and children's services, cardiology, emergency services, intensive care, oncology and rehabilitation. This partnership builds upon an established Sister City relationship between Dushanbe and Boulder.

NIS Partner: The Republican Training Center for Family Medicine (RTCFM) operates under the auspices of the Ministry of Health, and serves as the national center for the training and education of primary care providers in family medicine.


Partnership Objectives

The partnership’s overall goal is to improve the delivery of primary health care services by enhancing the ability of the RTCFM to provide primary care training to health care professionals.

  • Establish an Emergency Medical Services (EMS) Training Center, located within the RTCFM, to provide urgent care training to primary care providers.
  • Develop skills-based training modules in family medicine and primary care nursing.
  • Train faculty of the RTCFM in the training modules; monitor and evaluate training faculty performance and provide additional training as necessary.
  • Establish a Nursing Resource Center to support primary care nursing and nursing education efforts at RTCFM.



Achievements

  Education

  • Partners developed skills-based curricula and primary care training modules in emergency medicine, childcare from birth to puberty, care of the adult, and care of the woman.
  • Physician and nurse faculty members of the RTCFM have received intensive skills-based training in the primary care modules. They, in turn, have trained over 120 physicians and nurses in these courses.
  • While in Dushanbe, the US partners monitored the RTCFM faculty's ability to teach the skills-based modules in Emergency Medical Services and in "Care of the Woman." They found that the RTCFM were utilizing the teaching techniques taught to them in Boulder, were accurately conveying information provided in the course content, and were administering pre- and post-tests to trainees.

Nursing

  • The partnership officially opened the Nursing Resource Center in Dushanbe in March 2001, in a ceremony attended by the Minister of Health and the US Ambassador.
  • Two nurse educators and a physician from Boulder Community Hospital provided follow-up training on the "Care of the Woman during Reproductive Years” modules for the instructors at the RTCFM during an exchange visit.

  Emergency Medical Services

  • In April 2000 the partnership officially opened the EMS Training Center in Dushanbe. Hundreds of health professionals have been trained at the Center since the opening.

  Primary Care

  • The Ministry of Health issued an order in July 2000 establishing centers of family medicine in three oblasts: Leninabad Oblast, Khatlon Oblast, and Badakhshan Autonomous Oblast. Through its order the Ministry also assigned the RTCFM with the tasks of identifying center leaders and training faculty in family medicine and EMS at the satellite centers.
